I think it's actually a selection bias.
If you are going to be NFL TE size (6'4+, 250lbs+) and athletic enough, then you are probably going to be able to either rush the passer (if you are explosive), bulk up to play left tackle (if you are strong) or play basketball (if you are taller or really quick).
And so the athletes who could be playing TE are actually playing other positions that make more money.
